Follow-up to my suggestion of 11 September 2026: Poland's AMIF
annual performance reports have since been released and contain
no indicator of the duration of residence procedures
Further to my submission of 11 September 2026 on the Polish AMIF programme (CCI 2021PL65AMPR001),
documents released since then narrow the point and fix a date.

On 15 and 16 September the Managing Authority released the four annual performance reports submitted
under Article 35 of Regulation (EU) 2021/1147, covering January 2021 to June 2025. None contains any figure
or statement on how long residence procedures take, although the 2024/2025 report says support went
primarily to the Office for Foreigners, the Border Guard and the voivodeship offices. The Ministry also
confirmed in writing on 16 September that it holds no periodic reporting on the timeliness of these
proceedings and has no unit designated to monitor it.

The rules of the 2026 call for voivodeship offices (PLN 112,999,000) divide the allocation by five keys, the fifth
being the average duration of proceedings in each office. The Managing Authority thus holds the figure and
uses it to distribute money, but requires no indicator on it.

The Office for Foreigners' application 0143/25, lodged 20 February 2026 with a financing agreement of 14
April 2026, names as its mandatory output indicator "Nie dotyczy (produkt)" with a target of 0.0000, and one
own indicator, eighteen information Saturdays, measured by payment requests.

The 135 payment requests of the sixteen 2024 projects were approved in a median of 27 days, none rejected,
with no statutory deadline for that step; the applicant's limit is 60 days and actual averages run from 236 to
647 days.

Annexes V and VIII contain no duration indicator for any objective. Article 33(5) allows the Commission to
amend Annex VIII by delegated act, a power conferred under Article 37(2) only until 31 December 2027 and
applying only to projects selected afterwards. I would ask whether the Court's follow-up to Recommendation
4 of Special Report 26/2024 could address this before that date. All documents are available on request.
